Months ago someone asked for favorite fall picture books here and I got all of the suggestions out of the library and we had such fun reading.
Could we list and link for Advent and Christmas?
Some of our favorites are:
The Christmas Mystery, by Jostein Goardes. We usually get it on CD and listen in the car throughout Advent. With travel at Thanksgiving we get through it quick--and my family LOVES it.
A Small Miracle-picture book with no words about an elderly woman who is poor. The nativity characters come to life to help her. Neat book we always enjoy "reading."
Hmmm....that is all off the top of my head. See why I am looking for more?

We listen to the Best Christmas Pageant Ever all year long. We love the audio version. The Best School Year ever is also fabulous. The Halloween one I don't love, but it is still funny.

We always read The Christmas Miracle of Jonathan Toomey by Susan Wojciechowski and P.J. Lynch. I can't get through it without crying. It is a family favorite. We also read The Christmas Mystery daily throughout the month of December.
Here are some others we love year after year.

'Twas the Night Before Christmas
I look forward to seeing more titles we always get a new book for the holiday season.

Las Posadas: an Hispanic Christmas Celebration
Very Catholic book, also shows artisans making traditional Catholic artwork.

Tomie de Paolo (As mentioned) and Jan Brett do have many great options. I really love the Christmas themed books of Leo Politi though they are out of print. Worth finding if you can:

Are there any that specifically talk about Advent as a season in the Church? I've never seen them and I'd love to have something to read just before Advent or even during.

As for books about Advent- we always read 'Merry Christmas Strega Nona' right before or at the beginning of Advent. There is a picture of an Advent wreath and references to Advent as a time to prepare for Christmas. Strega Nona is working hard to clean her house and prepare for Christmas. I was introduced to this book and other great ones from Elizabeth's list which was mentioned earlier in this thread.

BUMPING FOR 2009:
Since the currently active thread is looking more specifically for top reverent Christmas picture books, I thought I'd also revive last years more general Christmas book suggestion thread. For anyone who hasn't seen this or the other older threads linked in posts here, there is a treasury of Christmas and Advent picture book suggestions.
Let's keep adding to those suggestions 
Penny's Christmas Jar Miracle - newly published 2009, very sweet story of giving and generosity during the Christmas season. Interesting altered photograph illustrations.
Found this one last year but never managed to mention it.
Gift of the Magi - O Henry's story has been recommended here already but this 2008 version has fantastic illustrations by PJ Lynch. Very fitting for the time period of the story.

Adding a couple I just saw at Barnes and Noble.
Gennady Spirin has a Twelve Days of Christmas - hot off the presses. It's beautifully illustrated - very classic.
And this isn't really a book, but it is so cool. In 1942 HA Rey first published this book of Christmas Manger cut-outs - A Christmas Manger. It's just been republished again this year. I had never seen it. It is super cute, especially if you love classic Ray illustrations, includes text from Matthew and Luke's gospels.

Father and Son: A Nativity Story
This book provides the insight of Joseph, contemplating the newborn baby and wondering how he can ever raise the son of God. The pictures are very beautiful (there was only one I didn't like- showing Joseph angry), and the story is very thought provoking. I think this one is especially good for older kids, since it raises some interesting questions (ex. Joseph wonders how he can ever "surprise" his little boy with the wonder of nature when he created the first thunderbolt, etc).
It is definitely a refreshing change of perspective. We liked it overall.

The Dolls' Christmas

My dd has recently fallen in love with this one. The story is so sweet. We wish we had a Pumpkin House for our dolls to play in!
Too bad it's OOP  but at least our library has it.

Last night we read The Secret Santa of Olde Stonington. I bought this last year for the kids but we never got around to reading it. It is wonderful. It is written in poetry form, and tells a tale of a mysterious old man who wandered the village many years ago. Very, very good book.

Father Christmas and the Donkey
This is a very sweet tale of an old, lame, forgotten donkey- how he helps Father Christmas, and, at the end- how Father Christmas helps him.
The ending always gives me a total warm fuzzy
