Hi,
One that comes to mind is Cloudy with a Chance of Meatballs. Here is the description from amazon:
The tiny town of Chewandswallow was very much like any other tiny town except for its weather which came three times a day, at breakfast, lunch and dinner. But it never rained rain and it never snowed snow and it never blew just wind. It rained things like soup and juice. It snowed things like mashed potatoes. And sometimes the wind blew in storms of hamburgers. Life for the townspeople was delicious until the weather took a turn for the worse. The food got larger and larger and so did the portions. Chewandswallow was plagues by damaging floods and storms of huge food. The town was a mess and the pople feared for their lives. Something had to be done, and in a hurry.
It's recommended for ages 4 - 8.

If your 3-4 year old is one of those who needs a "quick read", simple book, I'd try "It Looked Like Spilt Milk". It has very high-contrast blue and white pictures of a cloud assuming various shapes, a repetitive, sing-songy text, and a nice surprise ending ("It looked like spilt milk, but it was not spilt milk. It looked like a mitten, but it was not a mitten. Etc...) Your child gets to guess what it was? High drama, deep mystery, my kids all loved it.

Not exactly a story, but Clouds by Tomie de Paola has a ton of good information in it.
Also, Storm in the Night and Thunderstorm! are great.
If you're looking for snowy stories, The Big Snow is wonderful! White Snow, Bright Snow and Owl Moon (if you scroll down on The Big Snow page you'll see both of these others at the Frequently Bought Together section).

Oh Say Can You Say What's The Weather Today
It's probably a bit older as well.. but my 5 yr old has loved it at least since he was 4.5 yr Has the same lyrical quality of the real Dr. Suess books.
