Has or does anyone use this program thru their state?
Connections Academy
Louisiana's Governor is providing it free and the child gains an accredited, state diploma. It's free and online.
I'm especially wondering how much government is involved.
Anyone?

We actually know a lot of people here that use it. Some absolutely love it (one Mom I know started one child with it and was so pleased she's pulling all her other kids from school and plans to use it for all of them...), and we know other families also who are thrilled with it.
We have also heard of some people really not liking it, feeling it was not flexible enough, or that they did not like their assigned teacher.
We know two families with special needs children who use it. One family loves it, can't say enough great things about it. Other family is just sticking it out thru the end of the year and will not be re-enrolling.
We were actually considering it ourselves. I have all the paperwork. I "pre-enrolled" but have not sent any of the additional paperwork because I keep changing my mind.
We have also considered just using it for High School, as this makes them technically public school students, and so would be eligible for certain in-state scholarships they would otherwise not have available to them, gives them a "regular" diploma (not that I had any trouble doing dd21's transcripts, or anything, I didn't.
I do like all the clubs and activities and field trips CA offers here in our state.
(We have both Connections Academy and K12 available for free here. Many people get them confused. I like CA more than K12.)

Both Connections and K12 are available in Louisiana with the coming school year.
The level of government/school district involvement is going to vary according to the rules of each charter school; it has nothing to do with the curriculum provider. So you need to check the specific rules of the specific virtual charter school you are interested in. I do know that those enrolled are considered public school students, and are subject to those rules relating to testing and so forth.

I was interested in it for my 12th grader this year. Some of his friends will be using it. I'm still on the fence.

I'm so glad to see this topic. I'm hoping to start homeschooling my kids next fall (had hopes for this fall but it didn't happen). A friend of mine told me about Connections Academy. I'm in LA too and am glad it's considered a public school as far as state scholarships are concerned. I'll have to do more research but I'm happy to hear some of this info.

My 11th grader started last year with Ohio Connections Academy. it was a great experience overall. 9th grade we were with Kolbe but he was interested in things that neither I nor Kolbe could offer him (i.e., computer and engineering related) -- so we opted for OCA. no regrets. he did wonderfully, liked his courses well enough, loved the science, and i'm happy enough with how "involved" the gov't/district is -- which is almost nothing, unless i don't record attendance or fail to check off his completed subjects, then i get an e-mail or a call. Went with it on the recommendation of local friends, who combined had several graduates and were happy with the education and preparation they received.
My main complaint -- no living books. Thankfully, my 16-yo loves to read read read, so he still read a bunch of books I would have assigned to him had we continued to design his curriculum ourselves. He read Orthodoxy and a couple other Chesterton books, a couple of apologetics books, lots of science fiction, some WWII books, etc. on his own. This year I'm assigning him 4 books, more after he reads them. He's also reading the Summa. And his best writing is still done outside of class.
