I am stumped.
My niece is 9 and she is 5'3" or so. She wears junior size 11 or 13. She is still built like, well, a 9-year-old. I've been tasked with finding some clothes for her that are warm, affordable and modest. (Tops and pants)
I found some fleece Lands End tops at Sears yesterday that should work, so I plan to go over there again next week and buy one for her. I need to find another long-sleeved top that is long enough to cover her properly when she's playing (many girls' tops are just too short).
I'm really stumped on the pants, especially. My MIL (who is the only real maternal influence in her life) seems to think that I will be able to find pants that sit at the natural waist, and I don't think I'll be able to do that.
All help appreciated...my MIL has done her best, but she lives in a town where there's only a Walmart and K-Mart, so her options are limited at best.

I think you're on the right track with Land's End. Their jeans are the only ones I've been able to find that fit my daughter well for several years now (she'll be 15 in a few days).
I've found some Sonoma basic tops at Kohl's for that age, as well. Shopping online has been my saving grace for clothes at difficult ages.

If she's 5'3", I'd go directly to Lands End online for her and save yourself some time stomping the pavement. If you have her waist size, you may find that she can wear a misses size 2 or even 4. Lands End allows you to select clothing/pants based on fit, and last I looked you could still choose pants that sit at the natural waist. Don't forget to check overstocks - I always have great luck there!
Another great site to check out for shirts that are cute and modest is Divine ModesTee. They have cute tees and shirts.
Good luck! This is a tough age/size to shop for!

More options...I just recently did some online shopping myself so these links are fresh in my memory.
Cabela's has these jeans which are quite inexpensive right now and might work for her. They also have some cute shirts, you might check out their kids clothes.

If she's wearing a Junior's 13.. that's a Misses 12..
i usually go to JCPenney's website and pull up their size charts (doing a search is the fastest way to find them) but they have all the variations with waist/bust/hip sizes listed so it's fairly easy to compare)
Also, you might go to a wrangler style jean.. even boys jeans.. they'll be cut straighter and less hippy.. and wranglers go to the waist.

And don't forget layers. Tanks or T's that are long are great to tuck in even if the top shirt is a touch short or pants a touch low....
