Has anyone ever made one or bought one? I saw several women and young girls wearing them recently and they looked so elegant. I don't sew well so I am wondering if they are hard and if anyone has any links to any you can purchase.

I make and wear them. Ours are made out of black wool, they are super simple to sew. I love them, they are elegant and the dc don't out grow them every year (we get 3years use before I sew larger ones). Plus, you can wear them 9 months pregnant, just as nicely as when you are not expecting

Sorry, I just made my own pattern. If you are not comfortable winging it, I have seen many super easy patterns at Joanne Fabric.   Really a cloak is just straight sewing, and a frog closure, truly a beginner project.
