Don't forget A Child's Garden of Verses. Not an anthology, but not to be missed. Others favorites here are When We Were Very Young and Now We Are Six by A A Milne.
For actual anthologies, I second Favorite Poems Old and New. It is very extensive and features many poems for the younger learner Another nice collection is Best Loved Poems of the American People, although this one has a mix of poems for younger and older readers.
Finally, I highly recommend The Harp and the Laurel Wreath for the entire elementary years. I suggest trying to check these out of the library and spending a little time enjoying the poems in them yourself. You will have your on personal preferences and can then decide which one you might like to purchase.
Often times you can find longer poems in lovely picture book formats at the library, such as The Midnight Ride of Paul Revere or Casey at Bat. These are great!

Caroline, do you use The Harp and the Laurel Wreath for memorization work? I have put that in my amazon shopping cart several times and then keep deleting it.

I'll add another  for Favorite Poems Old and New. You can say that it is our Poetry Spine. This year I have Garden of Verses for my PreK & K, next year I've got the A.A. Milne poetry books lined up. Since my K will be 1st grade and is starting to write more, I'm putting together some copy work for him based on Now We Are Six and When We Were Very Young with some sprinkled choices from the FPOAN.
As for my girls I really like Poetry for Young People series. We'll be picking a poet per term next year and of course our FPOAN.
At my library used section I found a copy of Golden Book Poems which is also really sweet, but maybe harder to find.

Well, that's always the PLAN  ! We certainly have used it for some poetry memorization, for example, Stopping By Woods on a Snowy Evening (Frost), America for Me (Van Dyke), or Windy Nights (Stevenson), but mostly we just read and enjoy the poetry. So, I like to use it primarily as a poetry anthology and reference book.
When we work on memorizing a poem, I have each child choose a different poem and we work on it over a long period of time--6-8 weeks or longer depending on the poem. Here are the poems from Harp and Laurel Wreath I have on my memorizing "wish list" for my 10 yo ds for next year:
Concord Hymn
Sea Fever
Columbus (Joaquin Miller)
Psalm 23 (all the boys will learn this one)
Selections from Horatius at the Bridge
The Builders or Be Strong!
Soul of Christ (again, this one is for everyone)
plus some Robert Louis Stevenson or Milne for my specially challenged ds and my 8 yo. I want them to be successful and have fun, not have it be too difficult!
I feel if we only can learn half of these, or even just 3 of them, that is still a lovely gift of treasured poetry and prayer for them to have for a lifetime. No need to rush and learn a bjillion in one year!
The reason I usually have them memorize separate poems is so that they can have the joy of reciting them for the family or company. This keeps the memorization from becoming a competition, too.
I have memorized many poems myself because I LOVE them and this is what I am trying to instill in my children--a love of poetry. Often, a topic we are studying or an event in our lives will find me dragging out the poetry books and reading the children a poem; sometimes, just reciting one I know. I really like the selection of poems in Harp and Laurel Wreath as well as the larger type. I do supplement it with poetry picture books when possible. Two more of the poetry picture books that come to mind:
Stopping By Woods on a Snowy Evening (illus. Susan Jeffers)
Hiawatha (again, Susan Jeffers)
Harp and Laurel Wreath also has dictation selections, but I don't really use those. The poems are divided according to level of student...grammatical stage, dialectical stage, and rhetorical stage. Some poems are printed under more than one stage. For example, The Destruction of Sennacherib is under "Grammatical Stage" and also printed again with study questions under "Rhetorical Stage". Does anyone know of an anthology with a poem on Clipper Ships that begins: "There was a time before our time, it will not come again, when the best ships still were wooden ships, but the men were iron men."
I learned it as a child and have never managed to find it again.
