Hi, I'm new here, this is my first post.

I ran across this phrase in a book of lives of the Saints. The only thing I can think of that it means (based on the context) is, clergy who are not part of a religious order.

Does anyone have any other insight?

That is exactly what it means. All the diocesan priests are "secular clergy" as opposed to those belonging religious orders.
