My dd (12) is going through Latina Christiana and even though she is on LCII she doesn't seem to be retaining a lot of it. She doesn't have problems with the vocabulary - in fact some of it she knows because its similarities with Spanish. But the grammar part and the the declensions don't seem to stick. So my question is what should my goal be? should it be mastery or just familiarity? Should I aim for retention or just a general knowledge? According to MA, which we have been following this year, next year she should go into Henle I. Would some of the concepts be repeated or does she need to master LC II to do well with Henle? I guess I am trying to decide how much effort to put into this.
Any advice would be appreciated,

Henle 1 is a beginner level book for high schoolers, but it can be used for middle schoolers because it moves slowly and carefully through each new concept.   But yes, it is definitely a beginner's book and starts right at the beginning so for someone who has done LC1 and 2 the earlier part of Henle is mostly review.

When I first used it I had an 8th grader, a 9th grader and an 11th grader. They had had only very minimal previous Latin experience and still did fine.   We did do every single exercise and moved slowly.

In other words, you don't need LC1 and LC2 in order to do Henle 1. They just help lay a groundwork of familiarity for the child so he/she isn't so taken aback by all the declensions, conjugations, vocabulary etc.   Sort of like doing Pre-Algebra so Algebra isn't so intimidating, I suppose. So to answer your question, I think the basic goal is familiarity. Of course, the more thorough the mastery, the easier it is when she does get up to the Henle course.

We used LC I last year for about half the year for my then 11 yo ds. He also did not learn much more than the vocabulary. He could conjugate the verbs and decline the nouns by rote, but really had no concept of how to translate, etc.
This year we are using The Latin Road to English Grammar, b/c I realized, through our Latin last year, that he also had very little understanding of basic grammar (direct object, etc.) from public school. This course is much more rigorous than LC I but he also likes it much better and it does teach the grammar, both Eng and Latin, very thoroughly. I think I will keep LC I for the next child but use it earlier, just to acquaint him with the vocabulary mostly.
