If you're looking for free blogs, best place IMO is Wordpress, but I'm biased , having used it since '04.
It also depends how much you want to fiddle with it yourself. Best "plug and play" blogs would be Wordpress and Blogspot, or a pre-installed Typepad blog.
If you want more control, e.g., to do your own styling sheets, layout, etc., I'd go with paid hosting and upload your own Wordpress. My hosting comes down to $6.95/month at AN-Hosting.

I use Wordpress, it's the "plug and play" that Stef mentioned. It's free, and it's just enough for me to personalize it, but not too much for me to learn and keep track of.

I use typepad and find it confusing at times.

I haven't used wordpress, so I can't speak to it. I use Blogger and have been happy with the ease of use. I've been able to change it a little more as I've gotten more into blogging, but it was great to use as is.

I use blogger and like it. I use the standard templates for my picture blog (mellyspix.blogspot.com), but I bartered with someone to design templates for my "mommy" blog and my homeschool blog.
I love my picture blog -- it is so easy to upload pictures to share with our far-flung family & friends.
