I just read the article and was happy to find that the new carseat we received for my 3 month old is one of the two good ones -- the Graco Snugride.

What do you think "with EPS expanded polystyrene foam" means? Any idea?

I think it would be the type of paqdding used under the seat cover.. and they did mention that most of the seats failed because of coming off the base.. it's a bit of a pain but you can buckle them in without the base.

I read somewhere (after reading the CR article) that that's the foam used in bike helmets.
I'm just getting ready to buy one of those 2 car seats for our new baby.
It is awfully scary that none of the other seats were even able to be recommended. Yikes!

Depends on the seat.. though I have recently heard that some can't be.. but there is a place to catch the belt when you take it across the feet of the carseat on all the ones I've had. Probably need to check the directions for the particular carseat.
