I am thinking of starting Rightstart with my boys next school year. My oldest struggles with math and I am considering starting him in D. It should be easy for him, but I think that is what he needs. I am just having a hard time putting him in a 4th grade program when he will be in 6th. Does this math plan seem reasonable? 6th: D, 7th: E, 8th: a pre-algebra program, 9th: Algebra, Etc. Will we cover everything by high school? He should be fine if I start him in E. He has learned most of D, but he really could use more practice. I could easily review during E, but of course that would make more planning for me. Any thoughts?

I think that this sounds really reasonable. To help you, you could ask the reverse question. If you did E with him this year, what would you fill in with for the next two years until you started pre-algebra?
RS is really great and going slow and taking your time is really a benefit. Plus, I think that it's always a benefit when a student can build his confidence with success.
Lastly, I would recommend doing the transition lessons first to get a bit of the foundation of RS.

Could you start partway through level D if you feel like you need to do extra review? You can also easily skip through lessons that he already has a handle on. With that plan I certainly don't think you would be behind. For example, Saxon texts list their program sequence as such:
Math K
Math 1
Math 2
Math 3
Math 5/4
Math 6/5
Math 7/6
Math 8/7
Algebra 1
Algebra 2
Advanced Mathematics
Calculus
Each is supposed to take one year. So if you began Algebra 1 in 9th grade he could make it through Calculus by the end of HS if he wanted to.
RS recommends VideoText after RS so I have scheduled (but not set in stone):
VT Algebra (Lessons 1-90) Yr 1
VT Algebra (Lessons 91-176) Yr 2
VT Geometry (1 year-or more as needed) (Includes Trig, and Precalc.)

I feel like my kids have a great overview and understanding of numbers using RS. One is super ahead of the crowd and finishing Geometry in 7th grade. Another is a wiz at numbers but VERY SLOW. She's 10 and finishing D this year. I'm currently about 1/3 through B with my 5 year old. It makes it interesting when I have four different levels of RS going on at the same time, but the Math Games are what really get it stuck in their brains.
If you decide not to do RS, I highly recommend the games!

Thank you everyone. You have made me feel less guility about holding my kids back in math. I assume we will be skipping lessons and moving fast if we start in D. We started the Transition lessons yesterday. I bought some of their products 2 years ago, but it just didn't work for us at that time. I will also be starting my 3rd grader in C. He is much better at math, but I was going to hold him back a level too. I should have time to the level G with him before high school.

I had someone tell me that my Ds would not be ready for a pre-algebra program after using RS E. What do you think? I was able to look at level D (from a friend that uses RS, but not the one that made the above comment) and it will be mostly easy for him. I really think we will skip lessons and double up lessons and I assume we will be in E before the school year is over.

Did she say why he wouldn't be ready? That is a pretty broad and general statement. If it is the case, and I am not sure that it is, there might be only 1 or 2 areas that might need to be supplemented (I am only supposing here). If that is the case you could probably supplement those with Khan Academy in a month or two? 
I am pretty confident in RS preparing students for higher level math.
Also, RS's staff is very helpful. I had a situation last year that they helped me work through. I am sure if you called them they would happily give you more specific direction with your children!
