Can people make you *pay* to take a walk in a National Park? I have friends (of whom I *was* envious) who lived up against a national park. The kids just jump rocks in a little river, and they're in the park. My kids were playing on the edge of it a few days ago and a man ran them out of it. He said, "The park is closed. You can't play here." Then a lady visiting told me that the park keeper wants to charge money for strolling through the park.

a. why would a park be closed to those who just want to enjoy it during the day in spring?

b. how does one *close* a national park (I understand that it might not be open to campers this season, but what about bikers, hikers, runners, and nature enthusiasts?)?

c. *can* a person or organization charge money for those who want to walk, bike, or run through the park?

Yes, they can and do make you pay. They need the money to maintain the trails, campgrounds, and buildings, etc, and pay the Rangers and other employees. My husband used to be a Park Ranger (at a state park) and it was the same there.

I suppose if you used it enough, the National Park Pass would be worth it for $50 for a year.

Well, Great Smokey Mtns National Park does not charge an entrance fee. They do charge for campsites, but not if you just want to go in and enjoy the park. We go there regularly since we are blessed to live a mere 20 minutes from it.
Some parks do charge an entrance fee because they are underfunded and need the revenues for upkeep, etc. Sad fact of life. Which park do your friends live near? Entrance fees are not arbitrarily set by any keeper, but are federally controlled.
If they had a family pass it sure would alleviate any concerns about the children playing there. Plus, the money certainly goes toward a great cause. For that reason, we have a National Parks pass even though our park does not charge a fee.

they can and sometimes do close the parks or portions of them for a variety of reasons Usually some danger is present either for visitors or the park and wildlife, or there is an archeological investigation or some such thing.
