Have you bought one recently you like? Where did you get it? The new ones I tried from Target are all cotton on top, so when I iron cotton clothes with steam, they stick to the cover and make it hard to move the shirt. The old, worn out cover we had seemed to be some type of polyester - a smooth surface. Most of the ones I see online are all cotton on top as well. One at Amazon that is supposed to be no-stick was reviewed as releasing a stinky odor during ironing.

I prefer to buy one, but if I have to make my own, what fabric should go on top?

I'm obliged to you for any ideas you may have.

I always make my own ironing board covers...I double them using a decorative quilting cotton on the top layer (preferably a design with soft florals...no reds or dark colors that might bleed onto my garment) and a natural muslin or inexpensive cotton sheeting for the lining. I sew them right sides together, leaving an opening - turn to the right side, press and then sew a casing to insert a strong cotton cording. I then tie it on quite snuggly and dare it to move.   

Maybe I'm just used to the feel of the cotton cover as I don't really notice my garments sticking to the cover.
