My daughter, who is turning three tomorrow, is quite reliably potty trained as long as she is naked from the waist down. She will initiate going potty (both kids) herself, often sitting down on her little potty we have sitting out for her, or asking for help to go on the "big potty".
However, if she is wearing anything on the bottom - panties, diaper, anything - she will pee.
I think part of the problem is that she gets mixed messages because I still put her in a diaper to leave the house. So when we try to practice with panties at home, she feels the sensation of having something on, and treats everything like a diaper.
I suspect what I need to do is spend a few days really practicing with panties on at home, and getting her on the potty regularly so she doesn't have a chance to pee in them. The challenges I face with that are - we seem to have to leave the house most days, she prefers being naked at home so often refuses to wear panties at all, and she's pretty resistant to me "making" her go potty and no matter how often I ask if she needs to go, she says no and winds up peeing in her panties.
I have usually taken a "they'll get it when they get it" approach to potty training with my kids, so I have never spent much time worrying about a method or specific technique. My boys trained in a similar way, with naked time, but made the transition from naked to underwear without too much trouble, if I remember. We've had a little naked banshee running around our house for weeks now, and it still hasn't clicked for her that if she's wearing panties, she should take them off and use the potty.
So to make a short post long  , any ideas to help her transition from naked potty training to clothed pottying?

I'm sure she'll get it eventually  ! However, just a few ideas totally of the top of my head:
1. Yes, plan to stay home at least 3 days in a row; 5 would be even better.
2. Don't ask her if she needs to go. Tell her you will be her helper in keeping her pants dry and that you will set a timer to remind you of when it is time to take a try on the potty. Set the timer for every 30-60 minutes, whatever you think will work. When it dings, tell her--don't ask!--that it is time now to take a try. Tell her you promised her you would help her remember.
3. I had a "2-foot nudist", also, who shall remain forever nameless. I know it can be a struggle to get these free spirits to wear clothes, but try to get her to at least wear the panties all the time at home and I think that might help with the training as well. Feeling that wetness can be uncomfortable!

oh, and on getting those garments actually on--- maybe play the "your a big girl now" card? As in, "you just had a birthday and now you are a big girl, and big girls wear panties!" Another thought is letting her pick out a few new pairs for herself.
Might work...or not!

If she really loves the pretty panties.. you might get some pretty ones and some plain ones.. and then she has to keep the pretty ones dry or she'll have to put on plain ones until tomorrow when we get pretty ones again.
My "2 foot nudist" (I like that) who is nameless could be bribed by not having to wear clothes as long as he/she was using the potty.. but if not.. then at least a diaper had to be worn for the rest of the day.
Another LOVED to use the potty away from home but not at home. It sounds backwards but I did finally have to say you may not use the potty at the store until you use it at home but it worked.

I would try with all my heart to stay at home and put a long t shirt on her.
BUT, if you have to leave the house, could you put a long dress on her with NO underwear? I have a great friend that did this with all of her girls. They would wear the long dresses (she had 2 she rotated out and lovingly called the "PEE dresses") for as long as they had to leave the house during those training times. That way she did not have to put a diaper or panties on at all.
Maybe that would help?
