I am praying for a cheerful attitude, to face the challenge of br@ shopping with oldest dc tomorrow. 
The poor thing is being flattened out by her trainer!  I tried this shopping trip before, but was so darn frustrated-no-angry-at the s*xy selections they offered in the girls dept.   OMGsh, I try to be so non judgemental, but WHAT type of mother would buy her young dd a matching! black lace br@ and p@nty set?? Grrr. This was at JC Penney!! I asked myself, why this has to be sio hard. Am I getting too old? NO! And, it shouldn't be this hard! Good grief ladies, I just needed to come here and vent to other like-minded moms!!  I have put a limit of four stores to shop at.
I will post with the results, as I CANNOT be the only mom in this situation.

When I've looked with my girls, we've had good luck at Walmart, Target, and Sears.
You do have to "pick through" the awful stuff, but there are basic ones out there; we bought some plain jane Hanes recently, just white cotton and no "ooomph," KWIM?
One helpful brand is Playtex; they carry "nearly A" and "nearly B" sizes for women which often fit a growing girl fairly well--and they're also the basic coverage (not skimpy or "push up") type.
Best of luck to you! I've been having trouble finding a decentish no-wire support item for myself; the old "granny" style I used to buy (complete with non-stretch straps and some boning at the sides) is not being made any more. 
It's bad enough that they want to put little girls in these skimpy push-up things, but it's downright insulting for a forty-year-old mother to be expected to buy them.

I second the suggestions for sport versions (which can be more flexible and good for in between sizes) and Walmart's selections seem to have less of the type you described.

All my girls have started with the sport bras. They are more comfortable and definitely more modest. Plus, it has helped them get over their embarrassment, etc. about wearing bras. I don't know if you have Kohl's department stores where you are located, but we have had good luck there for plain, simple bras.

I do understand your frustration ...and your concerns! It's just tough-going from here on out! As others have suggested - I have found that the best selections are at Target and Walmart. I prefer a sports-style selection, but my dd prefers something that opens and closes in the back narrowing the selection.
I opt for something that looks like it offers coverage and is not leopard-print. I was really upset about an underwire in all the A cups with the push-up styling but then I found that a tiny snip with the scissors and I could slide that wire right out making it a nice option - full coverage, comfortable, modest, and in a color not found in a slinky lingerie catalog. So....just wanted to throw out that option - modification with a handy pair of scissors!

Walmart is my favorite for bras.I can so sympathize with you, I HATE bra shopping, and shopped all over for nursing bras that fit nice, this pregnancy!!!
Pray to St. Anthony, he helps me find what I'm looking for in clothing, the times where I don't is usuallly when I forget to pray to him!

Kohl's has the best selection and fit. Also Macy's has one bra in their "cheap" line that has lasted a long while. My daughter tired of some of the sport's bras because the straps hang so close to the neck that they often show under collarless shirts (like t-shirts).

I second Kohls. I don't think they had a separate selection for girls so we just stuck to the "regular" looking aisles!
Dd9, who isn't near this stage yet, always wonders at the whole fancy underwear thing. She just can't figure out why anyone cares how pretty your underwear is since no one can see it!

Update....
We ended up at JC Penneys. In the girls section, she found two-one beige(sp?) and the other a stripes/polk-a-dot design. No paddedness, no underwires, no lace! They offer just a little thickness, to offer more comfort and support. $10 each.

Wonderful! I'll have to check JCPenney's next time...
I too have removed underwires before - nice little carefully placed snip that doesn't require any repair... I've just never understood why a size A needs push-up!

I just did this with my daughter who seemed to jump from A to C overnight. It is frustrating for many reasons. It takes forever to figure out exactly which letter AND number size to buy. When you figure it out after 90 trips to the dressing room, it seems you can only find ONE in that size! We went to four different stores until we realized that Kmart (the FIRST place we went to) had the best options. We got some nice plain, comfortable Hanes ones. The same ones are available at Walmart but Kmart just happened to have more in her size. I wear these myself. No wire or anything. But, Bella, I feel your pain. And I like the underwire snip idea. That would open up some more very decent possibilities! We passed up several only because of the wire!
