Pennies, dimes, and dollars make good manipulatives -- it really helped my kids to learn about money as they were learning place value.

If your kids can play on the computer, there are any number of online math games that deal with place value, too. I know that Starfall.com has some place-value games, though I don't know whether they're available in the free part of the website or not. You might also check out Funbrain.com. I know a lot of folks don't like having their kids on the computer much, but online games reinforced that concept for my kids -- my boys, especially.

The Math Mammoth books on place value helped us. They are very inexpensive for the downloadable versions, and you can print them off for multiple children. It looks like the downloadable books are on sale right now, too, from the yellow bar at the top of the page. Just scroll down on he page I linked to find the series of place value books.
