My second child is 8 years old. She forgets how to do her Math, even in the middle of a page. Ex, she was rounding to the 100s place. Did the first 5-6 problems perfectly, then all of a sudden could not do another one until I retaught her how to do it.
This same child cannot understand that a quarter to 12, and 15 mins to 12 are the same thing. I actually gave up teaching her this concept, she was so distressed 
We have tried Saxon, Mammoth Math, drill and memorize....I cannot afford to buy her another 3 rd grade Math book, so I need ideas on what we can do without a text.

No help here, just sympathizing. Dd is very much the same. One thing that has helped immensely in teaching her was learning about right-brained learners, and teaching methods. Dianne Craft has a lot of great info, with articles, and videos and teaching tools that have helped us. Don't know if any of this would apply to your dd, but from what I've been reading and watching, so often the kids who struggle in learning, and especially if info isn't sticking longer than a couple of minutes, they are right-brained and would greatly benefit from right-brained teaching methods. Here are some video clips that have been helpful and also some audio clips.
Hope this is a bit helpful at least in possibly identifying the root of some of the struggles. I know it wasn't a full answer for me, just to identify this problem, and it did create some work trying to adapt how to teach her, but I realized I had already put in a LOT of work without any long lasting results. So if this all would create longer lasting results, by helping "glue" the info in her mind, it was worth it, and actually saved time and energy in the long run.

I just wanted to update, Rita is LOVING Right Brain Math from Mr. Numbers. I cannot believe it. This is from a math-hating child. Personally, I find the right brain math weird and a waste of time, but the kid loves it.

Maybe next year you could switch to Teaching Textbooks. My son is a 5th grader who is forgetful, too! We went from Saxon to TT and it has been a lifesaver for both of us.

Thank you so much for the update. My 8yr old ds is stressing me out so much! He has suddenly forgotten how to do math. Ugh.

After having a number of eight year olds I can honestly say that math readiness varies wildly. One can do long division at 5, one is forgetting fractions at 15. I would move onto the next concept in the book, try to look at it a different way etc. Time is especially a tricky one, as is rounding numbers to some children. At that age concrete is key- especially if they are not math savvy yet. We found Math-U-See great for our math savvy and math hating kids. Even though I got sick of teaching it so I moved to something else for the younger two, I realise my older kids got a great math education and prep from MUS. My oldest, 15, begins Calculus soon and found MUS to give her a great foundation up until Algebra. (At that time we switched to a different program because she wants to possibly major in math and we wanted to try something a little different).
And do realise that the sudden forgetting is very normal- take a week off and suddenly they can't remember! Take the summer off and look out
