For highschool kids- no dictation please. We have done dictation faithfully for YEARS but we need something more

Yes. My kids get perfect on all of the tests- but then look at their essays or class chats

We use All About Spelling. I have one who struggles with spelling. She is much better now.
One thing I thought of when you said they do perfectly on the test and then not in other areas - are you taking off points for spelling in other areas?
Either they are just being lazy and not choosing to really think about how a word is spelled or they may have recall and/or retention issues. If it is recall/retention they may just need lots of review.
If they are being lazy downgrading them for spelling might be motivation for them to slow down and spell properly. I had a professor in college who would take off 11 points for the first misspelled word, thereby taking your grade automatically to a B. Thereafter, it was 2 points off for each.

Or if, you don't do "grades" you could just make them write each misspelled word 5x. It's just annoying enough to help them remember to spell correctly. I make my 14 yo do this.

I do the 5x, or did in the past- have to get back on that.
It isn't laziness with these two- they definitely have some issues when it comes to spelling. The reading is great (esp. since we had an Irlen diagnosis for one).
We tried AAS- but they found it much too babyish at their age.

I can see where AAS could be too babyish at their age. If it's any consolation, my dh, who puts himself between horrible and average in spelling, says to consider a career in software development where it is more important to spell consistently than to spell well. 
A friend of mine has a son with dyslexia and one suggestion she gave me for teaching my poor speller (takes after her dear old dad  ) was to always have her spell in cursive. Apparently, the spelling "sticks" better that way.
Hope someone else can give you some suggestions.

How did you use AAS with your highschoolers? I'm currently using AAS with my 5 oldest; 16, 14, 12 and 10. Dd18 was doing it with us prior to Christmas. We are having a huge success and improvement with their spelling.
However I'm doing AAS differently with them then how I do it with my 7 and 5 yr olds.
We use the blackboard and the book only. No letter tiles and no cards. I teach the lesson, quizzing as we go and then they write down the words I dictate. Often I don't do the dictation either. We are rapidly going through the books and are halfway through book 3 after 12 weeks. I strive for a lesson a day but often it ends up being 3+ lessons in one go for the week.
Yes it is a little basic for them and yet... they need these steps, for some reason (possibly me??  ) they were missing something. They moan and groan and yet.. they are now admitting they are seeing the difference in their writing. I can see it too 
We did try a couple of other spelling programs for older children, Sequential Speller and Spell of Words but they were missing the explanation of why, a logical progression. ABCs and All Their Tricks is an excellent reference to have but yet I needed to have a sequential program. I can't easily get Book 4+ in Australia, so not sure what to do after this. Anyhow just thought I'd share our journey.
Regards Dictation, we have also done it for years to no avail, at least something was still missing. It wasn't until we implemented Jen's ideas on Studied Dictation that we found our missing key. (sorry can't direct link my computer is soo slow today)

Maybe I will try this then Erin- it was the letter tiles that really turned her off (and the book! If I could just teach from the book myself that could work!)

Definitely cheering you on Kristie
Even my 7 and 5 year olds often elect to use chalk or a whiteboard marker instead of the tiles. For visual learners the black/whiteboard works really well.
