They sound the same--KAT and CAT. KEEP and CAT. How do you teach a new reader the difference? Of course, most see KAT is wrong. She does not.

Teach the rule that you use "c" for a, o, and u vowel sounds and "k" for i and e vowel sounds because i and e make "c" say "s". Make sense?

I use the rule Anita described. I've even made a little mini-poster of it that hangs near the child's school area. When my kids are in K or 1st, I don't even say that C can make the "s" sound to avoid confusion. I also only teach them the short vowel sounds, leaving the long sounds until they are older.
2nd grade seems to be the year when they can learn the differences though. You just have to take it slow and keep going over it.
