I'm not sure if it's a frog or toad. Good question! I grew up calling these frogs but I'm really not sure...

Looks like a frog to me. Here is a good site that explains a little on how to tell the difference.

Toads do hop.

It looks to me like a newly metamorphosized Bufo (toad). They stay damp for a while after they come out of the tadpole stage, and are very common in vernal pools all summer. Just a guess, though, without seeing it in person.
