In history we've had issues like this before, and that link explains it quite well -- no priest is obliged under civil law to break the seal of confession.

I'm thinking of St. John Nepomucene who died before breaking the seal, and I think perhaps during French Revolution and English Reformation? I'm sure there are other times, too.
