I'm not sure if this is the right place for this question...

How would you find out if a copyright on a book has been renewed? What if the publisher is no longer in business? Is there a source that keeps track of books that have had their 28 automatic copyright time renewed to the 95 years?

Here is my experience: If you have a particular book in mind, and you have reason to think the author is still alive, or would have an estate taking care of his/her works, begin by searching thoroughly to find the author and ask if they renewed it.

I have researched authors, found out the schools or universities where they taught and then written a letter to the school, asking them to forward my request to the family of the author. This has been very successful.

If you can't find the author, the safest thing to do is pay a fee to the LIbrary of Congress to find out for sure. Or, if it's a work that no one except for you would have interest in it anymore, you might consider it as an orphan work. See this for an explanation of that. (copyright office US gov)
