do you/your kids spend a day?
This is embarassing to say...but I don't really enjoy going outside with the kids. I like doing the nature walks and such, but just sitting around the backyard, not so much. But I have to do it because our yard isn't fenced completely and we live on a fairly busy street. My almost 4-yo would run off. So...how much is enough? I've been shooting for an hour a day. Please tell me that's plenty, lol....
I can't wait to get our fence finished... He loves to be outside, and I can't wait to turn him loose.

My kids spend most of the day outside. But we are lucky to live in an area where they can go out and I do not have to worry. There are no people, no cars, and the dogs keep the bears and moose away.
Plus, my kids are older than yours, so less worries there. My dd(6) has to stay within sight of the house, and ds (13) just needs to let me know where he is going if he leaves the yard area.If dd wants to go on a hike in the woods, she has to have either ds or me with her.
I spend less time outdoors than they do because of cooking, cleaning, etc that needs to be done, but I have to admit I am out there with them a lot of the time. We do our read-alouds outside, we take walks, we play games (ball, darts, etc)we do lots of nature-study, we do outdoor chores (chopping kindling, lately), and the outdoors is the greatest chunk of our curriculum.
So, I'd have to say the kids probably spend 6-8 hours outside daily, and I probably spend 3 or 4.
But, you cannot compare your experience to mine. We all have different circumstances to take into account. And you should not feel bad about only being able to spend that one hour. It's what you can do right now. And that fence will make a huge difference.

It depends on the season
In winter we try to be outside in the snow playing for at least 1 hour a day.
Summer we live outside as much as possible. We LOVE summer.

I love to be outside, but with little ones, it's not always feasible.
My 7 year old spends upwards of 7-8 hours outside, but she spends most of that next door with the neighbor girl (fenced yard and I can see them clearly from my kitchen window). My 3 year old spends 30-60 minutes a day (unless we're going on a nature walk as a family, then it's more like 2 hours). Some days she's out only long enough for me to pick through the garden. Our yard is fenced (kind of...there's a hole where the previous owners tore the gate off, we can't afford a new one right now so we patched it with some extra fencing, but it's not terribly sturdy and dh has to cut the ties to get the lawn mower back there).
I basically spend the same amount of time out as the toddler. Unfortunately it's been so horribly humid and mosquito-y this year I don't like dragging the little ones out too much. As it cools down we'll be outside much more.
An hour a day with your situation seems perfectly reasonable.

I read somewhere - can't remember where- to have your kids spend two hours a day outside. Some days that would be difficult, but I think at least an hour a day.
