Oh, Angie, I am so happy for you! I will definitely pray for you all.
Dh's brother and s-i-l adopted two older children from the foster system of the same area of AZ that you live in - but they were not the foster parents first. What a blessing the whole experience was to the parents, the children, and our extended family. I'm sure my b-i-l and s-i-l would be happy to talk to you if you'd like another local contact. Just pm or email me.

Thank you all SO much for your ongoing prayers! (This is bringing back fond memories of how many of you prayed for my dh's employment concerns and our relocation for years!)
Now our family is praying for a miracle. There are 2 siblings, S. and N., who we have come to know (a beautiful and long story for another time) and love who are available for adoption. Our family is stuck in the mud of becoming licensed, doing everything possible to move through the process quickly only to run into one obstacle after another (which everyone agrees is the norm, sigh.) Tomorrow (Tuesday) at 9:00 a.m., the children's new adoption case worker will meet with their current foster mother. Please pray:
S. and N. are permanently placed in the most loving home that will tend to their well-being with great care and give special attention to their relationship with God and the salvation of their souls.
Their foster mother is able to find peace and comfort in her work to positively influence the placement of S. and N. as she prepares to let go of these children she loves.
Our family, although not yet licensed, will somehow find a way to be considered as a good family match for S. and N.
I can become the pray-er and saint that God is asking me to be; to be little, to be a servant, and to speak like a saint. I need SO much help and grace in this area.
